أصل هذا الكتاب أطروحة علمية نال بها الدكتور عبد الله بن عبد اللطيف المسلماني درجة الدكتوراه من جامعة لندن (LSE) عام 1989. ومع أن الكتاب قد مضى على طبعته الأولى زهاء ثلاثة عقود من تاريخ إعادة نشره؛ إلا أنه ما زال من أفضل المراجع في بابه؛ حيث تناول بالتأصيل والدراسة المعمقة والتحليل والنقد البنّاء المنظومة الخليجية بكل أبعادها، معطيًا تصوًرا علميًا وافيًا عن ظروفها الجيوسياسية وطبيعتها القانونية، مناقشًا معطيات وموانع تحولها من الكونفدرالية نحو الفدرالية، التي لا زلنا ننشدها في مجلس التعاون لدول الخليج العربية منذ تأسيسه عام 1981. كما يعطينا الكتاب نماذج للترتيبات الدستورية داخل دول المجلس، والاتفاقات الثنائية والجماعية وتجاذباتها مع الاتفاقيات الدولية. ولا ريب أن نشر مثل هذا العمل الأكاديمي الذي يسبر أغوار منظومة إقليمية حساسة للعالم أجمع، يأتي ملبيًا لشغف الدارسين والباحثين وصناع القرار؛ للوقوف على الأطر الصحيحة والحلول الاستراتيجية العلمية والعملية.

This book is originally a scientific dissertation through which Dr. Abdullatif bin Abdullah Al-Muslimani obtained his PhD from the University of London (LSE) in 1989. Although, the first edition of the book was published three decades ago from the date of its republishing, the book remains as one of the best references in its field. The author focused on Arabian Gulf system in all its dimensions through an in-depth study, analysis and constructive criticism; offering an adequate scientific vision of its geopolitical settings and legal nature. He also exposed the facts and hindrances to the Gulf system’s transformation from a confederation towards a federation, which is being sought after in the Gulf Cooperation Council since its establishment in 1981. The book also gives us examples of constitutional arrangements between the Gulf Cooperation Council member states, bilateral and collective conventions and their interactions with international conventions. There is no doubt that the publication of such an academic work, which explores the depths of a sensitive regional system, meets the passion of scholars, researchers, and decision-makers, for the sake of finding out the perfect frameworks and scientific and practical strategic solutions.
