تاريخ القانون في دولة قطر

هذا الكتاب يسلط الضوء على الحالة القانونية والقضائية والإدارية والاجتماعية في دولة قطر، عبر ثلاثة فصول؛ يتناول الفصل الأول مرحلة ما قبل تشكل دولة قطر ككيان سياسي مستقل اعتُرف به رسميًا بموجب معاهدة عام 1868 مع بريطانيا.
ويعالج الفصل الثاني المرحلة الممتدة من عام 1868 إلى حين صدور النظام الأساسي في عام 1970 في دولة قطر كأول وثيقة دستورية، وما تلاها من إعلان استقلال قطر في سبتمبر 1971. وقد قسمت الدراسة في هذا الفصل لتغطي ثلاث مراحل تاريخية متعاقبة؛ تبدأ الأولى منها عام 1868، مرورًا بحقبة السيطرة العثمانية على قطر، وتنتهي بزوال سلطة العثمانيين نهائيًا عن قطر عام 1915. وتبدأ المرحلة الثانية بمعاهدة الحماية البريطانية عام 1916، مرورًا بحقبة امتيازات النفط وإبرام معاهدة الحماية الكاملة عام 1935، وانتهاء بعام 1949؛ حيث الانتقال إلى عصر النفط والدولة الحديثة. أما المرحلة الثالثة فتبدأ من عام 1949 مع تصدير أول شحنة نفط بكميات تجارية، وتنتهي باستقلال قطر عن بريطانيا عام 1971.
أما الفصل الثالث فيعرض لدراسة مرحلة الدولة الحديثة منذ الاستقلال عام 1971 إلى غاية صدور الدستور الدائم لدولة قطر سنة 2004، وما تلا هذا التاريخ من صدور تشريعات وقوانين تواكب التطورات التي شهدتها دولة قطر.

This book highlights the legal, judicial, administrative and social situation across three chapters. Chapter I covers the pre-formation phase of Qatar as an independent political entity that was officially recognized by the 1868 Treaty with Britain.
Chapter II deals with the period from 1868 until the promulgation of the Statute in 1970 in Qatar as the first constitutional document and the subsequent declaration of Qatar's independence in September 1971. This chapter, in turn, was divided into a study of three consecutive historical stages, beginning in 1868 with the Ottoman period of control over Qatar, ending with the final demise of Ottoman power from Qatar in 1915. The second phase of the British Treaty of Protection begins in 1916 through the era of oil concessions and the conclusion of the Treaty of Full Protection in 1935, and ends in 1949, the transition to the oil age and the modern State. The third phase begins in 1949 with the export of the first shipment of oil in commercial quantities, ending with Qatar's independence from Britain in 1971.
Chapter III examines the phase of the modern State since independence in 1971 until the promulgation of the Permanent Constitution of the State of Qatar in 2004 and the subsequent enactment of legislation and laws in line with Qatar's developments.
